This is the shining star of early intervention programs. It is a
federally mandated, entitlement program that is managed at the
state level. Once the referal is made to First Steps by the pediatrician
or other health care professional, the services practically find
the child. It has worked very well for us. The weakness of this
program is that it only covers children from birth to three years old.
First Steps is an expensive program, but I believe it is
a wise investment.

in Kentucky. Medicaid cuts forced them to close.
